The Pittsburgh Water and Sewer Authority (PWSA) required assistance to meet their regulatory requirements under a consent order between PWSA and the Pennsylvania Department of Environmental Protection (PADEP) related to lead service line replacements. Advantus has been supporting this program with Project Mangement services.

The primary goals of the Lead Service Line Replacement Program are to meet the Consent Order and Agreement (COA) public lead service line replacement mandate, while also replacing potentially harmful partial lead service line replacements wherever possible.

Advantus is part of the Project Engineering team tasked with completing ongoing lead service line replacements as required by the COA. Our role includes project management, contract development, regulatory reporting, development and management of the Community Environmental Program (CEP), and documentation of standard operating procedures for the program.

Advantus prepares the required quarterly progress reports for the PADEP and also the COA milestone reports, which demonstrate PWSA successfully meeting the lead service line replacement requirements of the COA. As a project manager, Advantus is responsible for project task orders in eBuilder, including amendments, invoice reviews, budgets, and project audits.
